The closing day of the World Police Summit 2025 featured high-level conferences, strategic sessions, and workshops focusing on four main areas: combating organised crime and promoting community policing, the use of artificial intelligence in policing, capacity-building for junior officers, and enhancing road safety and traffic enforcement.
Held under the theme “Beyond the Badge: Envision the Next Era of Policing,” this year’s summit explored critical global challenges such as cross-border crime, public-private security collaboration, and AI integration across law enforcement. The four-day event featured 12 core policing tracks delivered across four specialised conferences, covering topics like cybercrime, border security, anti-narcotics efforts, road safety, and human trafficking.
Child Protection in a Digital Age
Major General Dr. Abdul Quddus Abdul Razzaq Al Obaidly, Assistant Commander-in-Chief for Excellence and Pioneering, attended a session titled “Protecting Children and Safeguarding Rights in a Safer Digital Future,” which highlighted the role of law enforcement, governments, and tech firms in protecting children and upholding their rights in a complex digital landscape.
Speakers included Dr. Elod Tranchesi (UNITAR), Simon Bailey (IPPPRI), Nina Farinen Falconen, and Paragathi Tomula, who discussed multi-sector protocols, AI ethics, global best practices, and victim response strategies for online child exploitation.
AI Driving the Future of Policing
A session titled “Dubai’s Strategic Vision for Global AI Leadership by 2031 and Beyond” explored how artificial intelligence is reshaping policing. Major General Khalid Nasser Al Razooqi, Director of Dubai Police’s AI Department, underlined that AI has become a core component of police operations, from smart patrols and real-time surveillance to autonomous investigations and integrated public services.
“Our adoption of AI is not accidental—it is driven by long-term national strategies, interdepartmental collaboration, and global leadership,” he said. “Technology alone isn’t enough; it’s how we apply it ethically that defines our impact.”
Evidence-Based Road Policing
In a dedicated session on “International Success Stories in Data-Driven Road Policing,” senior officers from the Czech Republic, Kenya, and New Zealand discussed how evidence-led enforcement strategies reduce traffic fatalities and injuries.
Jana Peliskova of ROADPOL stressed the need for coordinated international efforts, while Boniface Ojala of Kenya’s National Police highlighted the importance of investing in accurate and secure data infrastructure. Steve Greally of New Zealand Police concluded, “Our evidence-based model led to a 36% drop in serious injuries over two years.”
Empowering the Next Generation of Police Leaders
The session “Leadership in Law Enforcement in a Rapidly Changing World” addressed the challenges of leading in the face of cyber threats and global insecurity. Philip Teixeira of the FBI emphasised the need to balance human decision-making with technological advancement and urged investment in people: “We must build leaders, not followers.”
Tackling Cross-Border Cybercrime
Another session examined how AI is revolutionising international investigations into cybercrime. Colonel Amr Al Rahwan from the UNODC’s Regional Centre for Cybercrime shared insights into new AI tools that enable faster, more effective responses to transnational threats.
Women in Policing
Kathy Lanier, former Chief of Washington D.C. Metropolitan Police and current NFL Chief of Security, shared her journey in a session titled “Inspiring the Next Generation of Women in Policing.” She encouraged women to claim their space through education, experience, and relentless effort: “No one gives you a seat at the table—you earn it.”
Special Events and Global Dialogues
On the summit’s sidelines, Dubai Police hosted high-level international platforms including:
* Explosives Security Forum: Led by HE Major General Abdullah Al Ghaithi, this forum gathered global experts to address emerging threats and promote international collaboration.
* Police 5.0 Lab: More than 70 global leaders, innovators, and policy-makers contributed to shaping the future of policing. The lab focused on six strategic themes, from digital transformation and resilience to youth inclusion and future skills development.
