Dubai Police, in partnership with the Dubai Judicial Institute, the National Committee to Combat Human Trafficking, and the United Nations Office on Drugs and Crime (UNODC), inaugurated the 11th edition of the Anti-Human Trafficking Specialist Diploma.
The programme brings together 74 participants from nine Gulf and Arab countries and builds on more than a decade of regional and international collaboration in combating human trafficking.
The opening ceremony was attended by H.E. Judge Abdul Rahman Murad Al Balooshi, Deputy Chair of the National Committee to Combat Human Trafficking and Undersecretary of the Ministry of Justice; H.E. Major General Saif bin Abid, Acting Assistant Commander-in-Chief for Excellence and Pioneering Affairs at Dubai Police; H.E. Judge Dr. Ebtisam Al Bedwawi, Director of the Dubai Judicial Institute; and Dr. Mohannad Dweikat, Regional Coordinator for the UNODC in the GCC. Senior Dubai Police officers also attended, including Brigadier Abdul Rahman Al Shaer, Director of the General Department of Human Rights, and Colonel Saeed Al Helli, Director of the Human Trafficking Monitoring Centre.
Institutional cooperation
Major General Saif bin Abid welcomed the participants and noted the diploma’s role over the past ten years in strengthening expertise in the field. He underlined that the programme reflects the UAE’s commitment to human rights and the development of professional capacities to confront crimes that violate human dignity, especially those affecting women and children.
Judge Abdul Rahman Al Balooshi highlighted the state’s comprehensive approach to combating trafficking, with an emphasis on victim protection and care. He also referred to the electronic referral system for victims of trafficking, recently introduced by the National Committee, which uses artificial intelligence to improve victim identification, coordination, and data analysis.
Adapting to new challenges
Dr. Mohannad Dweikat described the diploma as the result of a constructive strategic partnership. He noted that the programme has developed in line with evolving forms of organised crime and international standards in investigation and prosecution. The 11th edition includes specialised modules on parallel financial investigations, AI applications, and cyber-related trafficking cases.
Since its establishment, the diploma has graduated 761 participants from various Gulf and Arab countries, with many continuing their training to become certified trainers and experts supporting UNODC efforts in the region.
Programme structure
The four-week diploma includes topics such as:
• The concept and elements of human trafficking crimes
• UAE legislation and comparative legal frameworks
• Links between trafficking and other crimes, including abduction, document forgery, and money laundering
• Forced labour and international legal frameworks
• AI-based investigations and digital evidence
• Victim and witness protection strategies
• Practical simulations of real cases
Recognition of partners
At the opening ceremony, Major General Saif bin Abid and Brigadier Abdul Rahman Al Shaer honoured Judge Abdul Rahman Al Balooshi, Judge Dr. Ebtisam Al Bedwawi, and Dr. Mohannad Dweikat in recognition of their role in strengthening institutional cooperation and supporting the programme.
