Dubai Police launches professional programme on “Resilience and Crisis Management

Dubai Police has launched a new professional programme titled “Resilience and Crisis Management”, designed to prepare and qualify national talents capable of efficiently managing crises and diverse risks while enhancing institutional readiness in accordance with local and international standards.

The programme, classified as a Level 4 professional qualification, has been developed under the QFEmirates framework of the Ministry of Higher Education and Scientific Research.

It features accredited courses created in collaboration with the National Centre for Security Qualifications at the Ministry of Interior, alongside global partners such as the United Nations Institute for Training and Research (UNITAR). 

Scheduled to run from November to December 2025, the initiative supports Dubai Police’s ongoing efforts to build highly skilled personnel able to respond effectively to emergencies and maintain Dubai’s high standards of safety and security.

Comprehensive and Globally Benchmarked

The programme focuses on four key areas: foundation and assessment, planning and coordination, effective response, and recovery and development. It combines 75 theoretical hours with 60 practical hours, supplemented by five realistic simulation scenarios that provide participants with hands-on experience.

Comprising five accredited modules, the programme brings together 20 participants from Dubai Police and partner security agencies, under the guidance of more than 15 experts specialising in planning, risk management, and crisis response.

Strengthening National Competence

The programme aims to equip participants with a thorough understanding of resilience and crisis management concepts based on global best practices. It will also develop their skills in formulating effective emergency and response plans, applying analytical tools to predict and assess risks, implementing post-crisis sustainability strategies, and enhancing teamwork and institutional coordination in dealing with challenges.

Advancing Future-Ready Capabilities

Brigadier Badran Al Shamsi, Assistant Commander-in-Chief for Training and Academies, stated that the professional programme in resilience and crisis management marks a significant milestone in advancing the capabilities of national cadres and enhancing their expertise in specialised security disciplines.

He said: “Our goal through this programme is to graduate professionals who can think proactively, act flexibly during crises, and design effective institutional recovery strategies in line with Dubai Police’s vision to make Dubai the safest and most sustainable city in the world. We are committed to applying the highest academic and professional standards in collaboration with leading international institutions to achieve impactful, real-world results.”
