What is Martyn’s Law?
“Known officially as the Terrorism (Protection of Premises) Act 2025, Martyn’s Law requires UK public venues to take “reasonably practicable” steps to protect the public against potential terrorist threats. This includes risk assessments, preparedness planning, staff training, and public protection infrastructure.
“The law is part of the UK’s broader counterterrorism strategy, CONTEST reinforcing the Protect and Prepare strands.
Who Must Comply?
“Martyn’s Law applies to UK venues and events with a minimum capacity of 200 attendees. Two primary tiers define compliance:
- Standard Tier (200–799 people):
Must notify the Security Industry Authority (SIA), train staff, and implement basic protection procedures such as locking doors and identifying safe routes without significant financial burden. - Enhanced Tier (800+ people):
Must conduct formal risk assessments, implement physical security systems (e.g., CCTV, bag checks), designate a responsible officer, and document their readiness measures for regulatory review.
