ISRM’s David Rubens to participate in World Police Summit 2025 panel discussions

The Institute of Strategic Risk Management (ISRM) Executive Director, Dr David Rubens has been invited to give be a Keynote Speaker at the World Police Summit to be held in Dubai from May 13 to 15. Additionally, he will be part of two separate panels looking at the future of policing in different contexts.

This is part of the developing relationship between ISRM and Dubai Police, which will be marked by the announcement of a formal MoU at the Summit recognising the contribution that ISRM can make to making Dubai Police Academy one of the leading institutes of its kind in the world.

One of the talks that Rubens will be involved in is called ‘Public order & crowd control: Intelligence led security for international events’, on Wednesday, May 14, in Arena A. It will focus on how the success of international sporting events depends on the seamless integration of intelligence, planning, and operations. This panel session will explore the vital role of intelligence in mitigating security threats, ensuring public safety, and enabling smooth event execution.

Other speakers for this panel discussion, include Sasha Larkin, Director of Intelligence, C4 Operations at FIFA, World Cup 2026, Major General Abdullah Al Ghaithi, Assistant Commandant for Operations Affairs at Dubai Police, Cathy Lanier, Senior Vice President and Chief of Security at National Football League, USA.

Rubens said: “We’d like to thank to Allan Ness, ISRM Dubai Chapter Chair, for his efforts in creating this relationship, and we are looking forward to seeing old friends and making new ones at the Summit.”
