The contract award is structured to carry two designs into the technology development and risk reduction phase of the acquisition program to reduce technical and schedule risk. The award also ensures NGI is an efficient and effective part of an integrated missile Defense System (MDS) solution.

The Missile Defense Agency awards, hosted on 23rd March 2021, supported the department’s goal of increased competition by funding two designs and remained flexible to align with evolving Defense Department strategies and priorities.

“Today’s awards are an important step into modernising our Missile Defense System,” said Stacy Cummings, performing the duties of Under Secretary of Defense for Acquisition and Sustainment. “NGI plays an important role in our homeland defense, and our acquisiton strategy is ensuring the department maximizes innovation to keep pace with rapidly advancing threats.”

Defence Secretary, Ben Wallace has recently announced the 2030 outlines for the UK Armed Forces. Outlined in his statement, the UK Armed Forces are set to become a more threat-focussed integrated force; ensuring the military is prepared for new and emerging challenges with a continued shift in thinking across land, sea, air, space and cyber domains.

“This Defence Command Paper ensures our armed forces are threat-focused, modernised and financially sustainable,” Wallace explained. “Our military will be ready to confront future challenges, seize new opportunities for Global Britain and lay the foundations of a more secure and prosperous Union.

“We will continue to work with allied partners to address future global security threats whilst also enhancing critical outputs in the battlespace domains.”

Over the next four years, Defence will reportedly spend over £85 billion on equipment for the armed forces which will, in turn, support 400,000 jobs across all four nations of the UK. In addition, the British Army will receive an additional £3 billion on new vehicles, long-range rocket systems, air defences drones, electronic warfare and cyber capabilities.

Wallace continued: “Our people and their expertise are at the heart of what we do and further investments into training, welfare and support facilities will be reflective of this and ensure our armed forces are well equipped to face tomorrow’s threats today.”

A further investment of £120 million will create new Ranger Regiments with four battalions forming the Regiment that will support Special Forces in collective deterrence activity: ranging from training to accompanying personnel on the ground. In addition, the Army will introduce a new Warfighting Experimentation Battlegroup - designed to fight prototype warfare whilst also focussing on hybrid and conventional threats.

The Defence Secretary also added that a new Multi-Role Ocean Surveillance Ship will be commissioned to protect the integrity of the UK’s Maritime Zones and undersea Critical National Infrastructure - aiming to come into service by 2024. In addition, new automated mine hunting systems will replace the Sandown and Hunt classes while further investments will be commissioned to improve the availability of the submarine fleet and start development of the next generation of subsea systems for the 2040’s.

The Royal Marines will also benefit from a £200-million investment over the next ten years to form the Future Command Force, a Commando force that is persistently forward deployed conducting specialist maritime security operations.

In recognition of the Royal Air Force’s deploying of the F35, the world’s most capable combat aircraft, Defence will henceforth commit to growing the fleet beyond 48 aircraft. In addition, counter terrorism operations (which are currently supported by nine Reaper RPAS drones) will be replaced by Protectors by 2024. These new platforms will reportedly provide the enhanced strategic ISR and strike capabilities that are vital across all the forces.

With an injection of over £2 billion in the Future Combat Air System, UK air capabilities will ultimately be able to deliver a pioneering mix of crewed, un-crewed and autonomous platforms, including swarming drones and the ultra-modern Tempest fighter jet. This programme has already created over 1,800 highly skilled jobs in over 300 companies across the UK.

Chief of the Defence Staff, General Sir Nick Carter stated: “For the first time that I can remember we have an alignment of the ends, ways and means to modernise and transform the posture of our nation’s armed forces to meet the threats of a more uncertain and dangerous world.

“The ends were set out by the Prime Minister with the publication of the Integrated Review last week, the ways were confirmed by our new Integrated Operating Concept, which was published in September, and finally the means, which were confirmed last year when Defence was given a significant multi-year settlement of £24-billion. This gives us the certainty to plan for the long term and deliver the Integrated Force Structure for 2030.”

The Ministry of Defence has said it will prioritise more than £6.6 billion to be invested into research and development projects, helping to provide a strategic advantage that will lead to cutting-edge equipment capabilities. Over the next four years, £60 million will be invested to develop a programme based on novel weapons, artificial intelligence, synthetic/digital systems and space-based capabilities.

Defence will also be investing £5 billion over the next decade in the Skynet 6 satellite communication programme, accompanied by £1.4 billion to be allocated to the new Space Command, National Space Operations Centre, Space Academy and a UK-built Intelligence, Surveillance and Reconnaissance satellite constellation. Space Command will officially launch on 1 April 2021.

In addition, Strategic Command will invest £1.5 billion over the next decade to build and sustain a ‘digital backbone’ to share and exploit vast amounts of data, through the cloud, and across secure networks that are resilient to cyber-attacks from state, proxy and terrorist adversaries.

The UK will also enhance its global outlook with an investment in overseas training and will add to its Defence Attaché network which supports integration with allies and overseas partners.

Wallace further explained: “The success of this Defence Command Paper should not be judged on the sophistication of its words, but the implementation of its reforms.

And, ultimately, on the delivery of its capabilities into the hands of the men and women of our armed forces. It is they who keep us safe and will continue to do so in the years ahead. It is to them, their families, and all those across defence that we owe it to make this policy into reality.”

He concluded: “The work to do so has only just begun.”

The review will set out the importance of cyber technology to the UK’s way of life – whether it’s defeating its enemies on the battlefield, making the internet a safer place or developing cutting-edge tech to improve people’s lives.

Cyber security is the foundation of the country’s cyber power and the UK government claims the country has been at the cutting edge of the use of intelligence to disrupt threats online and defend against attacks. The UK government established its National Cyber Security Centre in 2016 to help critical organisations, businesses and the general public protect themselves.

The Integrated Review will announce a new cyber strategy to create a cyber ecosystem fit for the future, with more investment in education, partnerships with industry and integration across our defence and intelligence services.

“Cyber power is revolutionising the way we live our lives and fight our wars, just as air power did 100 years ago,” said UK Prime Minister, Boris Johnson. “We need to build up our cyber capability so we can grasp the opportunities it presents while ensuring those who seek to use its powers to attack us and our way of life are thwarted at every turn. Our new, full-spectrum approach to cyber will transform our ability to protect our people, promote our interests around the world and make the lives of British people better every day.”

The UK Prime Minister will announce that the home of the new National Cyber Force and the nexus of this strategy will be in the North of England, establishing a ‘cyber corridor’ across the region. The UK government believes that opening the HQ of the NCF in the North of England will drive growth in the tech, digital and defence sectors outside of London and help create new partnerships between government, the sector and universities in the region, placing it in the international centre of cutting-edge developments to keep our people safe.

Defence currently sustains more than 35,000 jobs in the North West of England alone. Digital and cyber jobs will build on the region’s history of being on the cutting edge of defence technology – 10,000 people are employed in maritime design in Barrow and 12,000 people work in advanced aerospace engineering and manufacturing at Samlesbury Aerospace Enterprise Zone, where the UK is producing the fifth generation F-35 stealth aircraft. The North of England is already home to a GCHQ office in Manchester, which is Europe’s fastest growing major tech cluster, with more than 15% of Manchester’s population employed by the digital, creative and technology sector.

The National Cyber Force was created last year to transform the UK’s capacity to conduct targeted offensive cyber operations against terrorists, hostile states and criminal gangs. It draws together personnel from both defence and the intelligence agencies under one unified command for the first time.

The NCF will be able to carry out operations including interfering with a mobile phone to prevent a terrorist being able to communicate with their contacts; helping to prevent cyberspace from being used as a global platform for serious crimes, including the sexual abuse of children; and keeping UK military aircraft safe from targeting by weapons systems.

Recognising the importance of cyber to defence, in addition to the NCF last year the MoD created the 13th Signals Regiment, the first dedicated cyber regiment, and expanded the Defence Cyber School. These enhanced cyber capabilities bolster our defence and will play a vital part in operations including HMS Queen Elizabeth’s first global deployment this year. MoD cyber experts comprise almost half of the NCF’s cyber operators.

In addition to national security and defence applications, cyber technology can also be used to improve people’s lives through smart technology and helping people use the internet safely. In the last year, GCHQ has partnered with tech start-ups to help them develop and use AI to help train companies ensure more space for passengers during the Covid pandemic, alert haulage companies to stowaways in their containers and prevent the spread of misinformation online.

The Government states that its new cyber strategy will support companies developing dual-use and consumer technology to ensure the UK is a cyber power in every sense. It will also be critical to its ambition to establish the UK as a global services, digital and data hub.

www.gov.uk
HID Global has deployed the government of Libya’s first diplomatic and special ePassport programme. The company has been approved to develop and install mobile panic alarm systems in Florida’s K-12 schools.

Beginning with the 2021-2022 academic year, Florida public and charter schools will be required to demonstrate compliance with Alyssa’s Law, named after one of the students killed in the tragic shooting at Marjory Stoneman Douglas High School in 2018. The new legislation calls for silent panic alarms linked to law enforcement and first responder services. Already passed into law in New Jersey and now Florida, Alyssa’s Law is quickly gaining traction around the US.

“Complying with Alyssa’s Law is critical for school districts to protect students and staff who find themselves in emergency situations,” said Tracy Reinhold, Everbridge Chief Security Officer and former head of the FBI’s Intelligence Division. “Our mobile panic button technology surpasses the state’s requirement. Over the past few years, Euralarm has repeatedly expressed its concern over the European Commission’s interference in EU harmonised standards. Euralarm, together with its partners and stakeholders, consider harmonised standards to be a market-driven implementation tool, rather than an “extension of EU law”.

To successfully recover from the present crisis and enable the industry to fully contribute to the green and digital transition, Euralarm urges the EU to stop treating harmonised standards as part of EU law but rather consider them to be part of the revision of the Industrial Strategy for Europe and the NLF for products. Euralarm believes that the standardisation processes that have been effective for so many years will continue to be successful, if the Commission, Member States, European standardisation organisations and other stakeholders participate in that process. By doing so, they support innovation in Europe and enable industry to thrive on a global scale.

The very essence of standardisation is that it is a bottom-up process driven by a consensus of the industry through European standardisation organisations. Using standards as a legislation tool not only contradicts this concept but adds unnecessary burden and costs to the industry and consequently has a negative impact on innovation, loss of competitive edge in the global standardisation. Euralarm therefore urges that, rather than changing today’s process, the stakeholders involved in European standardisation should continue to cooperate and strive for an innovative, and transparent market to deliver high quality products, systems, and services for the benefit of Europe’s society and economy.

www.euralarm.org

Plymouth Rock Technologies believes it has broken the record for beyond visual line of sight (BVLOS) drone delivery and set a new record for complete ‘round trip’ autonomous delivery capability as part of its work on the United Nations mission in Somalia. Working closely with the National Cyber Security Centre (NCSC), the Council will strongly support the Government’s £1.9 billion National Cyber Security Strategy to make the UK the safest place to live and work online.

“Cyber security is a growing industry in the UK and it’s vital for high standards of practice and technical expertise to be at the heart of the profession as it develops,” noted Chris Ensor, the NCSC’s Deputy Director for Cyber Growth. “We look forward to working with the Council to help ensure that future generations of cyber security professionals have the skills and support they need to thrive and make the UK the safest place to live and work online.”

The council has appointed its inaugural Board of Trustees to guide the organisation as it establishes itself over the coming years. This includes Chair Dr Claudia Natanson, a global cyber security expert who was previously CSO at DWP, MD at BT Secure Business Service and CISO at Diageo Plc; Vice-Chair Jessica Figueras, Tech market strategist, Chair of NCT, previously Chief Analyst at GlobalData; Trustee Carla Baker, Senior Director, Policy & Government Affairs UK & Ireland, Palo Alto Networks; and Treasurer Mike Watson, Chief Financial Officer, Marston Holdings, previously with Dell, HP and BAE Systems cyber security division.

“Having spent many years in cyber security, I’m very aware of the excellent work done by many varied organisations – but I’m also conscious that the time for an umbrella organisation has come in order to drive the profession forward in a unified way,” reasoned UK Cyber Security Council Chair Dr Claudia Natanson. “It’s a privilege and a challenge to be part of the leadership of the Council, knowing that the future security and prosperity of the UK depends in part on the Council succeeding in its mission to develop the profession.”

www.ncsc.gov.uk

The Security Industry Authority (SIA) is making changes to the training people need to take before they can get a front line SIA licence. From 1 April 2021 SIA will introduce updated qualifications for all sectors except close protection and vehicle immobilisation, and applicants must have a first aid qualification before they can take the training required for a door supervisor or security guard licence. From 1 April 2022, SIA will introduce updated close protection qualifications and applicants must have one of the new qualifications or take top-up training before they can apply for a door supervisor and security guard licence – this includes renewals.

According to the SIA, it is making these changes to make sure that people working in the private security industry can keep the public safe, follow new working practices, understand recent changes to the law and make the best use of new technology.

The SIA already expect applicants for a close protection licence to complete a first aid qualification before taking their licence-linked training. From 1 April 2021, it will also expect applicants for a door supervisor or security guard licence to do the same. Applicants will need to do this if either they are applying for a licence for the first time or it has been longer than three years since they last held a licence for that activity.

From 1 October 2021, people will also need to do this if they are renewing their licence. The qualification must be an Emergency First Aid at Work qualification or equivalent. The SIA will accept other qualifications that comply with the relevant guidance from the Health and Safety Executive, such as, First Aid at Work (FAW), First Person on Scene (FPOS) and First Response Emergency Care (FREC).

From 1 October 2021, people must have either one of the new qualifications introduced on 1 April or one of the older licence-linked qualifications and a ‘top-up’ qualification before they can apply for a door supervisor or security guard licence. This applies to any applications submitted on or after 1 October, including renewals. If someone submits their application before this date, they will not need take additional training.

Further changes have seen the SIA move training that is critical for all sectors to the ‘common unit’ which is taken by all security operatives. This includes new training on terror threat awareness and dealing with emergencies. There is also new sector-specific content. For example, the close protection course includes new material on physical intervention, the door supervision course includes new material on the use of equipment such as body worn video recorders and breathalysers, the public space surveillance (CCTV) course includes new material on CCTV operational procedures and the law and the security guarding course includes new material covering personal safety.

Finally, the SIA has increased the number of practical elements in the training to help learners reinforce their knowledge. The practical assessments include searching, dealing with conflict, report/statement writing and using communications devices.

www.gov.uk/government/organisations/security-industry-authority
Citadel Defense has received a multi-million-dollar government contract for its Titan AI-powered, RF-based counter drone system. Under this contract, Titan systems are being delivered in response to urgent needs.

Citadel’s technology was selected following a competitive evaluation of two dozen competitive counter small unmanned aircraft systems (C-sUAS). According to the manufacturer, Titan proved highly effective in complex urban environments and was preferred by operators as it exhibited technical superiority across many unpredictable threat scenarios including drone swarms.

“As the only automated RF sensor solution in the market that uses AI and machine learning to detect, identify, track and safely defeat uncooperative drones, Titan is a force multiplier for US and allied forces,” said Christopher Williams, CEO of Citadel Defense.

Titan was created to protect troops and high value assets against unwanted drone activity and swarms when large multi-sensor systems cannot be deployed. At locations where integrated systems are installed, Titan serves as the RF defence layer, bringing a low false alarm rate, targeted countermeasures and a broad level of threat coverage to highly integrated counter drone solutions.

“AI, machine learning and adaptive countermeasures are required for the C-sUAS mission,” stated Williams. “New commercial UAS platforms have over 100 controller settings that can change a drone’s communication signature. UNEP estimates that 8.2 million trees were cut down for charcoal in Somalia between 2011 and 2017, increasing land degradation, food insecurity and vulnerability to flooding and drought. Over 80 percent of charcoal produced in Somalia is exported to Gulf States and neighbouring countries. Illegal trade in charcoal is recognised as a key contributor to insecurity in Somalia, providing a major source of funding for militias, terrorist groups, and other actors linked to conflict, who illegally tax exports.

To address the issue on both the demand and supply side, the Government of Somalia needed cooperation to implement the UN Security Council Resolution and curb the environmental, economic and human losses.

The platform supplied for this application is a highly modified hexacopter drone that has the sensory and beyond visual line of sight (BVLOS) capability of the PRT X1.

“Operating in a war zone, flying BVLOS at night whilst carrying a heavy payload, and delivering it with exact precision is not a simple undertaking,” stated Carl Cagliarini, Co-Founder and Chief Strategy Officer of PRT. “Not to mention in all weather conditions and on a 20 nautical mile round trip! The technologies within this UAV platform combined are not dissimilar to that found on military assets. The task of stripping away every ounce of weight to add the means for stealth flight and essential mission tools was critical.”

“Notwithstanding the tremendous accolade of serving a UN mission, but one with an undertaking of such ecological and economic importance is an honour for all of our staff and the company as a whole,” added Dana Wheeler, Co-Founder and CEO of PRT. “I believe that this deployment is a further example of the world class ingenuity and engineering capability within the PRT team and it’s technology partnerships. Working on essential UK NHS programs along with completing the UN shipment during the first week of the new year required our staff to work through the holidays and COVID-19 restrictions is testimony of our team commitment to delivering what is required when it is essential,” concluded Wheeler.

“During my many years in government service, I got to witness first-hand the incredible work the United Nations does.
